EU proposes 2027 partial deal for Ukraine, no final date

The roadmap allows seven policy areas to close by mid-year, but keeps the accession treaty timeline open and creates a gap with Moldova.

The European Commission has drafted a roadmap that allows Ukraine to provisionally close seven negotiation chapters in 2027, but the document does not set a final date for membership. The plan was prepared for presentation on November 4 as part of the bloc's enlargement package. It treats progress as conditional on Kyiv accelerating rule of law reforms.

The timeline splits the year into two distinct phases. Education and culture chapters are targeted for closure in the first half of 2027. Other areas are set for the second half. The Commission notes the schedule is flexible and can be revised if reforms proceed faster than expected. No single deadline covers the entire negotiation process.

This approach creates a divergence in the pace of accession between Ukraine and Moldova. Both countries received candidate status in June 2022 and opened formal talks in June 2024. The document indicates Moldova could conclude more than 20 chapters by 2027, while Ukraine targets only seven. This difference raises the possibility that the two nations might follow separate paths toward the bloc.

Ukraine submitted its application on February 28, 2022, four days after Russia launched its full-scale invasion. Since then, Kyiv has completed an assessment of its laws against EU standards. In October, Ukraine and Moldova began talks on the internal market, competitiveness, and economic growth chapters. Membership requires aligning legislation across 35 chapters.

The Commission has established a special task force to support Ukrainian authorities with the consultation and funding required for these changes. The ongoing war adds strain to the government and parliament as they pass new legislation. Brussels views eventual membership as a method to anchor Ukraine in European institutions and make future Russian aggression more difficult.

The proposal also urges the opening of two blocked clusters by the end of 2026: the green agenda and sustainable connectivity, and resources, agriculture, and cohesion. The document states Ukraine has met the necessary conditions for these areas. Progress will still depend on decisions by EU member states and continued domestic reforms.

Montenegro is the only other country in the document with a specific signing date, set for June 2027. The Commission took a similarly cautious stance on Albania and Moldova, avoiding a final completion date for them as well. This position contradicts earlier media reports that suggested a target of 2029 for concluding Ukrainian negotiations.
